The Defense Logistics Agency's (DLA) financial analysts must compile statutory Annual Financial Reports, monthly flux analyses, and quarterly variance justifications using data spread across legacy databases, static PDFs, and complex spreadsheets. The process requires significant manual reconciliation and re-keying, slowing reporting cycles while increasing the risk of errors and inconsistencies.
DLA's AFR has received a disclaimer of opinion due to multiple material weaknesses. The current AFR compilation is a multi-month, labor-intensive effort requiring manual data extraction from EBS and DDRS, complex spreadsheet-based reconciliations, and tedious document formatting. This process creates significant error risk and diverts skilled personnel from high-value analysis. Composing data-driven narratives, disclosures, and the Management's Discussion & Analysis (MD&A) requires analysts to manually synthesize information from numerous sources.
